If the likely partner seems reliable enough, you can consider signing the contract if they have infrastructure expansion preparations already in place.

Your manufacturing partner would make things a lot easier for you if they have a research and development wing already in place, working to better the existing products and developing new ones. This will give you the upper hand in the market, as you will be standing with well-researched, ready-to-launch products.
